The role of Manager Procurement Russia is to face off with the country business leadership and lead and manage the team of Local Procurement Representatives in Russia.

This position manages the interfaces between Category/Spend Areas and Stakeholders at the local level.

Collaborates with global/regional spend area, category managers and specific project teams (e.g. Supply Chain Reinvention).

Works with key business/end user leadership in Russia acting as valued and trusted Business Partner. Manages the local implementation of Regional/Global projects and ensures EOC compliance for all processes in scope.


Day to Day Ops/Project Management responsibilities:

  • Accountable for leading Local Procurement Representative resources to deliver on time and high quality operations;

  • Implement business process excellence improvements and drive continuous improvement across activities in scope;

  • Ensure stability of Procurement Ops processes, utilising standard processes and tools to meet required compliance and develop risk mitigation plans;

  • Ensure working procedures & controls are compliant with SOX, audit requirements, legal regulations;

  • Ensure the team perform interfaces between Category/Spend Areas and Local Procurement Representatives;

  • Ensure optimal allocation of resources to achieve targets (prioritize if necessary);

  • Raise/provide SME on local tax and legal requirements;

  • Bring local requirements to Regional/Global team;

  • Lead the team to implement local contract implementation tasks and guarantee appropriate support for specific projects;

  • Oversight of country main activities and making sure the team collaborates with project teams and stakeholders;

  • Develop and manage the cost centre budget for the Local Procurement Ops in alignment with the Regional Operational Lead;

  • Accountable to develop and meet annual (monthly revisions) budget requirements following standard MDLZ financial processes;

  • Strongly advocates the use of global/regional contracts within the BU/Country.

Stakeholder management (focus on optimised user compliance, process performance, and customer satisfaction):
  • Acts as the single point of contact for the Procurement function for key stakeholders at a plants/country;

  • Primary interface with local business/Integrated Supply Chain & other functions to align business strategy with procurement requirements;

  • Ensure solid reports on performance in each area, actively participate in the identification of issues and the gaps, in collaboration with the global, regional Spend Areas team (inform/engage stakeholders if needed) and support the definition of improvement plan;

  • Collaborate with other LPR teams (sharing lessons learned, align action plans etc.)

People Management:

  • Lead the Local Procurement Representative team members in accordance with the MDLZ management principles to support the organisation’s overall leadership focus on performance and talent management, values, management and self-management practices;

  • Support/Deepen people’s growth and development of their roles to become experts within their area and business process owners (acquiring necessary skills and performance attributes, in line with operations and personal development needs);

  • Support people in their development within customer/client management to become a valuable partner inspiring trust.

Know the ethical and legal compliance responsibilities of the position; lead ethically and model compliant behaviour; maintain an environment where employees can speak up without fear of retaliation; ensure employees in area of responsibility understand the compliance responsibilities of their jobs and actively participate in the compliance program.


  • Master Degree: preferably in business administration or commerce or relevant combination of formal qualifications and additional specialised study;
  • Proven track record of qualification in procurement & proven record in understanding of MDLZ Local Procurement standards (more than 9+ years);
  • Demonstrated success in business process gained in Sourcing/Purchasing areas;
  • Experience working in Procurement environment within a large international environment for 9-10 years
  • Strong Customer Service orientation/Senior Stakeholder Management;
  • Fluent spoken / written English;
  • Ability to work effectively in an international and cross functional environment;
  • Outstanding communication and interpersonal skills, pro-activity;
  • Strength of character and tenacious approach to ensure timely resolution;
  • Proven experience working with international teams;
  • Proven managerial skills (leading professional teams);
  • Organization of own work and the ability to gain the cooperation of colleagues in other departments in order to meet priorities and deadlines;
  • Ability to work under pressure and manage multiple priorities & ability to deal with ambiguity;
  • Strong systems skills: SAP R3, Microsoft Office (Excel, Power Point...).
